The best thing to do with an out of control dog is start formal obedience training with a professional trainer. A training group would help you socialize your dog, too.

The only way to stop them right away is to muzzle them. And if you are that afraid of the dog attacking a person then you should either get the dog into obience training or have it put down because if it attacks someone and they find out you knew about it they could make you do jail time.
