If you have a graphic card with a VGA and DVI you can easily two monitors. If you with to have 4 monitors just add another grahic card. To control the pc you can use several usb mice and keyboards over an usb hub.

The best way to share a PC among multiple users is to create a windows work group. Once it's on a work group you can share files.

You can hook up a external hub that is ubs port, and have each user plug in the pc ubs port into the external hub.
