Ya gotta go to a small engine shop or a home depot and pick up a gap tester. The air gap between a flywhell and the coil should be. 012 but that could vary depending on the make and model of your mower.
You can purchase a Magneto Coil and and Condenser Tester which will check magneto windings using a comparison method. There is also a bench test that you do using a metal bench and a piece of isolating material like wood or plastic that is placed between the coil and bench.
I have no clue how to set the air gap but I would think that your owner manual should have some troubleshooting tips in it. If not try calling the manufacturer. Most companies are more than happy to spend a few minutes explaining how to do repairs on their product.
