In order to send an animated text message, it must be a feature that is offered by your service provider. Your phone also may or may not have the capabilities to send an animated text message. Check the "help" section of your service provider's website for more information.

Animated text differs from phone to phone. First you need to make sure your plan covers it and the person you are sending it to. Instead of sending a plain text, you should be able to select from a few designs of animated texts from a menu screen.

It's the same as sending a picture text message. If you have an animated picture saved send it in a picture message.

Do you mean a text message with a moving image? You can do these online. Either download and send from your phone or send directly from the website.
