A footstool is easy to do, remove the legs and the existing fabric. Get some padding and wrap it around the body of the item, next cover it with your new fabric. You can either staple or nail the new fabric to the item. After you're done with that re-attach the legs.

To re-upholster furniture properly it must be stripped right back to the wooden frame. It isn't a job for an amateur and it is best to start with a small item like a footstool. The right tools are of course paramount.
