Your going to have to take it to a welder, unless you know how to weld. Almost every tow bar or tow hook is welded to the frame of the vehicle for maximum strength.

You should probably find a hitch retailer to take a look as you don't specify the exact problem or broken piece. If it is a hard dog hitch or similar (the back one for your Miata to actually tow things) then it probably need replacement or serious repair. You will need a shop that can weld.

When a tow bar is damaged the whole piece needs to be replaced. First purchase a new tow bar and disassemble the old one by locating the bolts. The old bolts can be used to hold the new one in place.

All you have to do is remove the tow bar and take it somewhere they have the proper equiptment to fix it and then bring it home and put it back on or take the vehicle in and they can fix it right on the vehocle.

You can try welding it, how and where did it break. What is it made out of? You could always look in to purchasing something that is aftermarket if you can not fix yours.

Most bolt on tow bars are made to withstand abuse and damage. It should be discarded and replaced with a new unit that works with your base plate.
