Cover the oil with cleanup compound from an auto store or paper towels or kitty litter. Scrub the remaining oil with soap, warm water and a bristle brush (not wire).

Cement is a very porous surface, so the oil has probably seeped down into the cement. Try absorbing the oil using kitty litter, then washing the area with a strong detergent. Rinse well using a pressure washer. There may always be a shadow of the stain left.
