How do you remove an old tank liner?

You need to coat your tank with acetone or a thinner. This will remove any gasoline residue. It will also help you peel the tank liner away from the tank itself. The problem with this is you want to avoid any spark or friction that may ignite the fumes of the latent gasoline so allow the acetone to dry first.

Coat your tank with a thinner or acetone,by doing this it will remove any gas residue. The thinner or acetone will help remove the liner easier. You need to avoid any sparks or friction while removing the liner. You can also fill tank with vinegar and let set over night then blast clean in morning.

Electrode clean closest,of sight. Stick rod down the left side,cut two flat bars into an L shape ,feed them down. Other is overnight filled with vinegar ,blasted with pressure washer.
