If you can boot at all, e. g. into safe mode, use System Restore. If there is no way to successfully boot from disk, boot from your Windows installation CD and enter the recovery console. Then back up the files in c:\windows\system32\config and replace them with the good copies from c:\windows\repair.

The simplest way is to do a repair install from the windows disk or your recovery disks. Insert the disk and follow the instructions for performing a recovery install supplied with the disks. There is also a repair registry in windows that can be used if no disk is available.
