You must take a motorcycle safety course or pass the test at the DMV. Licensed drivers can then get a motorcycle endorsement. Requirements for under 21 at a bit different.

You must take and show completion of a motorcycle training course. You also must pass the standard class E operators license test that all drivers take to get a drivers license.

You must be holding a class E drivers license to apply for the license. Then there is a licensing fee and a $5.00 endorsement fee.
