If you mean toys that can move by way of remote control, you need motors for certain parts to move and a circuit board. if you know anything about engineering, this may help you, but this is not an easy task, this may require help from a professional, if you can find one.

The easiest way to make a toy mobile is to take the motor servos from a toy that already moves. I use the engines of modle trains.

Well, I think the best way to move your toys is by remote control system. By this you can move your toys easily without touch them.
