They usually do. Start by folding your paper in half length wise (or hot dog style if remember that from grade school). Next on one end, fold the corners back to make wings. That's pretty much it. They don't usually fly that well. You could also look on the internet for some more complicated ones.

Fold paper in half long-ways. Open sheet Fold the top left and right corners to line up with the center line. Repeat. Fold half again. Fold in wings and done!
