You should be able to make a collect call to a cell phone the same way that you would make a collect call to a landline phone.

First you will have to dial to the collect call company. then after navigating through the menu, you will be asked to dial hi/her number. You will then be asked to speak your name so the recipient can identify you. If the recipient accepts the charges, you will be connected with him.

Depending on your wireless provider, you cannot make collect calls to a cell phone. AT&T has implemented a Collect to Wireless program that can be acquired by dialing 1-800-CALL-ATT.
