A Mexican citizen who is in the United States legally should have a valid visa in their Mexican passport. All Mexican citizens must apply for a visa at a U.S. embassy or consulate in order to travel to the U.S. legally.

They plan on stopping anyone who 'looks' illegal, although rich, well dressed mexicans can be illegal too, and ask them to show them their immigration paperwork. If they don't have it on them, they arrest them while they check.
