A lot of pet shops sell humidifiers for the purpose of keeping the tank adequate for the animal living inside. Make sure that the room you're keeping the tank in isn't receiving a lot of sunlight; maybe a basement or a place with concrete.

First off, minimize airflow within the tank. If you have a tank with a screen top, for example, you can cover half of the top with a towel or piece of plastic to help keep humidity in. Buy a hygrometer, and mist your tank once every day or so (as needed) to keep the humidity where it needs to be.

You need to heat the tank through a light or a heating pad (special ones) and then place areas of water within it with large surface areas for evaporating the water.

Get a spray bottle from any drug store and fill it with water and keep the side of the tank sprayed with water to keep it humid. This is best for lizards and other reptiles that are cold blooded.

If you go to an aquarium you can purchase a humidifier. They are quite small and they use ionizing technology to create a mist. Depending on the size of the tank it should be quite cheap.
