Try putting things in removable plastic bins. Instead stacking can goods you can buy the metal shelves some go underneath and some one top. Put dry food in plastic containers.

We put outs in order of how often things are used. My wife has ocd about it and always puts everything back where it belongs as she moves it.

If you are having to move things around then you are doing it wrong. Organize everything buy its type and by how often it is used.
