How do you keep a dog from pooping in your yard?

Don't restrain your dog in that manner. If he can't poop in your yard, whose yard will be poop in?

Assuming the dog spends a good amount of time in the yard, take him/her for more walks, or to somewhere like a park where he/she can do their business anywhere. Even so, don't let the dog out in the yard without supervision. Be sure to scold your dog when another incident occurs, and reward him/her when it doesn't.

The best way to keep a dog from pooping in your yard is to talk with the owner. Have the owner take responsibility for where the dog goes to poop. Ask the owner to pick up the poop. Otherwise, you can try to put a closed fence around your yard.

All you can do is make it impossible or unpleasant for a dog to come into your yard. A fence would keep dogs out. Some surfaces are less pleasant for dogs to poop on, like concrete and thorns. Of course, you might not care for those in your yard either.
