It takes practice. Unfortunately, there's a lot of bad grammar and bad English, especially on TV and the Internet. Read well-written essays. Read books on grammar rules (there are some fun ones) like "Grammar Girl's Quick and Dirty Tips" and Barron's "Painless Grammar."
