As in XP you can right click on the Desktop or in Windows explorer and select New...Folder. You can also click the "New Folder" button located in the upper left of a Windows explorer window.

There are multiple ways. First is to right click on any explorer window, hover over "new", and select folder. You will then be asked to provide a name for your new folder. On some explorer configurations, and by default, there is also a new folder button to the top toolbar.

Right click on the desired location of your new folder (i. e. on the desktop, or inside another existing folder) then pick from the menu options: New - Folder and name it as you wish. The procedure is basically the same as Windows XP or other older versions. Keyboard shortcut: Press Alt + F then press W then press F quickly.
