How do you get the sword in Oblivion?

Swords can be obtained by loot or by buying from npc sellers in Oblivion. All swords except Fine Iron and Fine Steel can be obtained from loot from level 1 to level 20.

The question is not clear enough (which sword?) But if you want a good item, you better start hunting. For the swords, you need to look for human-populated places. See hints like metallic footsteps, spellcasts, etc. I recommend that you find more, clearer answer on The Elder Scrolls forums, too.
