How do you get arceus on Pokemon diamond with the hack?

You must first complete the national dex and activate the Arceus code. Than take the Azure Flute and give it to a pokemon. Pokemon will take that to the place. Use Azure flute on one pokemon and then you will here a tune playing. Magical step will appear after the tune has finished playing.

To get Arceus you must first get the national-dex and then activate the Arceus code. Go to a Pokemart and talk to the green man standing next to the counter. Get the azure flute and head to the steel pillar. Play it just before the stairs and then walk up the shiny staircase. He will be there.

If you cheated to get the event Azure Flute all you have to do is go to where you found Dialga and after the event happens go up the flight of stairs to see Arceus.
