Fishing and hunting licenses are sold at many outdoors or sporting goods shops as well as some gas stations. if these places don't have licenses, they will be able to tell you where to get one.

Locate the nearest department of natural resources to you. Drive there, present the appropriate identification. You will most likly need an Illinois drivers licence or state identification card. Pay the fee and they will send your fishing license in the mail.
