In order to fix a boot glitch or loop in Windows XP you must get your Windows Operating System CD/DVD and boot from it. Once you have booted from it you must choose the Repair Window option, then you must follow the instructions on the screen to get the problem fixed. This should repair andything thats bad in Windows.

If you're connected to the internet chances are you're infected by the blaster virus. Try to see if the log on/off loop stops if you turn off your modem/router. If you won't log/off install the official microsoft patch... i cannot provide the link here but you simply browse microsoft's webiste and you'll find it. Look for blaster/rpc vulnerability patch

You could try booting the computer into safemode by pressing the F8 key while Windows is loading. That alone may correct booting issues in normal mode. You may also need to download and run an anti-malware program.

Unfortunetly the best way to do this is to back up your files if you can and reinstall XP from scratch

I would try booting in safe mode and then perform a system restore. Then reboot the system and see if this fixes the problem.
