Contact the subscription department and tell them to turn it off. If they don't end it, write on the bill "canceled". If that doesn't work, write a formal letter saying the subscription is canceled.

You can call the newspaper's circulation department. They are the ones that track who has subscriptions, and the ones who, once told, are responsible.
