How do you determine the instantaneous rate of change, concerning the slope of a tangent line?

The instantaneous rate of change IS the slope of the tangent line. So, just take the rise over the run, or, if this is a calculus question, evaluate the derivative.

You have to take two points on the graph for which you want to measure the change. Take the higher rate m/s say and minus the lower rate from this rate. You will get the change in slope. It is simply the difference between two points on graph
