How do you decide whether raster or vector is appropriate for a project?

Well it depends on what type of project it is. If it is something that isn't going to need to be enlarged in the future then raster is fine. However if it needs to be scalable then you should use vector.

For regular and geometric objects creation and to minimize storage requirements vector graphics representation is the choice. In turn for creating irregular features raster graphics representation is the choice of representation.

Rasters show loss in quality when scaled larger. Vectors scale very well but need to be drawn from scratch. For photos/photo-realistic images, rasters are better. Vectors are better for typesetting/graphics.

Vector graphics are good for simple designs, like logos or very basic illustrations, that might need to be scaled up for various purposes (for example, when printing a huge billboard). Raster graphics can be used pretty much for anything else, from web oriented design to complicated illustrations of everyday use.
