Spend a lot of time with the horse, letting him get used to you, your movements, tone of voice, etc. Slowly being touching areas of his body that he will allow you to touch and then being working up toward his head. Also have a vet check his ears and eyes to be sure that he is not in pain.

I believe that the horse has had problems in the past with a previous owner or putting a halter on! All i would do is tie the horse to the hitching post and work with the horse! Make sure that you let her see the halter every time!

Once the horse learns to trust you it will become easier. For now just be gentle with the horse and don't scare her when you're haltering her. If you have problems catching her try giving the horse grain unless the horse in a pasture with a lot of other horses.
