How do you collect all 200 Pokemon in Hoenn?

It is extremely challenging to collect all Pokemon available without a cheating device. Catch and evolve all species available in your respective game. Then you need to acquire, or find friends, with Ruby/Emerald/Sapphire, Pokemon XD, and Pokemon FireRed/LeafGreen to get the remaining non-event and legendary Pokemon through trading. Nintendo Events may still be available for uncatchable legendary Pokemon.

In order to collect all 200 pokemon,you have to trade with the other pokemon games of the "Hoenn" generation.So basically,you have to pokemon from all three games,Pokemon ruby,sapphire and emerald.You may also have to trade from pokemon colosseum and XD(GC) for the legendary pokemon(jirachi,for example)

Well you can catch other pokemon and trade them for the rare ones as other than that there is no way of catching all 200 pokemon. Trading is the only way i know off.
