I juts got a cockatiel.

Take the bird to an avian vet or a good bird store who can teach you. You should not clip just one feather or cut too much. It's tricky.

Yes, it is a good idea to clip a cockatieil's wing feathers. The reason for clipping is for dependene and for the birds safety, so it won't fly into or out of a window. It does not hurt when feathers are clipped. Take you bird to the vet and let the vet clip the first time and you watch.

Firstly, be sure it's really necessary. Secondly, don't do it if the cockatiel is still very young. Ask a vet or someone with experience to show you how it's done.

You extend the birds wing and clip the four feathers closest to the body. It is best to do it on only one wing so they cannot fly.

All birds are different when clipping wings. However, when I clip my parrot's wings, I usually cut a certain pattern. Patters can differ for differnt species of birds. You should be able to get a book on your birds species type, and how to clip that species' wings.
