Generally belts do not require cleaning. You can use a product called belt conditioner to help silence squeaks and squeals, however. It's cheap, and you just spray it on the belt.

Depending on the belts age and it's contamination, remove the belt and wash it with a solvent or soap and water - rinsing thoroughly with water and setting to dry. Another fix would be to CAREFULLY drag a round file over the surface of the belt with the engine running.

Really there is no way to clean it. Some places sell "belt dressing" that is suppose to restore belts. I guess you could use hot soapy water and scrub it.

Remove the belt gently. Use a small wire brush to clean the pulleys, also we can use brake cleaner. The brake cleaner will evaporate quickly. Also we can use carb cleaner for cleaning. Similarly we can also use propane torch to heat up the dressing then wipe off it using towel. Using some turps or engine cleaners will give good results.
