Rent a house that fits your budget, including the monthly utility charges. Consider the location and how far it is to work/shopping/school each day. Rent a house that has the necessary number of bedrooms/bathrooms to accommodate you and your family and pets. If the landlord or leasing agent is not appealing, find another place to rent.

I would consider that as well as the cost and location. Sometimes finding the right place may be difficult especially if you are short on time in looking at places. I would recommend looking at as many houses as possible before you choose on one. Make lists of pro's and con's on each location and talk it out with family.

You chose the house that you like the best and is what you can afford. You do not to take into account the rentee. The person must be someone you think you can trust to do his part.
