You sell all of one product and then restock with another. This has little impact on the business classification, though it may affect permitting.

The first thing that you need to do is get rid of all the products. Stock your business with new products and get all new advertisments.

Most likely, all you would have to do is stop selling hats and start selling candy. Unless there are tight local restrictions, it should not be necessary to file new paperwork if you are operating under the same name. Zoning laws may impede though, for instance you may not be able to turn a shopping-mall bank into a truck stop.
