If you want to figure out a percentage, you take the number associated with the part and divide it by the number associated with the total. Take the result and multiply by 100. This is the percentage. % = part / total * 100

is/of = %/100 meaning that if you want to know what percent 16 is out of 37 you take 16/37 = %/100 and cross multiply and figure out the percent.
