How do you build a handrail?

I don't have much experience building, but am trying to save money and add the rail on my deck myself.

Depending on how ornate you would like the handrail to be you will need a variety of tools, including a router, planer and power drills as wood would be the cheapest option. A lathe might also be useful if you want to include any decorated fittings. Be sure to use treated timber and weatherseal it to prevent rot.
