If the calls are coming from an unidentified number, you can ask your phone company to put a "block service" on your phone that will block these calls. The other alternative is to get caller ID, and simply not answer the phone when collectors call.

They will stop calling you if you pay the bill. You can call your phone service provider and ask them to block the bill collector's number from your phone.

Some cells phones have apps that allow you to block certain numbers. One such app available for jailbroken iPhones is iBlacklist from Cydia. If you do not have access to any such apps, you can call them and tell them not to call you anymore.

If you are trying to block them from calling your cell phone then your phone should have a security feature which lets you enable call restrictions.
