How do you become an educational law expert in Georgia?

I think it's time someone fought for our teachers here.

Any "expert" or advocate with regard to the law is an attorney that has made educational law the focus of his/her career.

You have to become a lawyer by completing law school and passing the bar. Next, you need experience, probably from a Legal Services firm or the Advocacy Center.
