Law of "residence" vary from state to state. How "permanent" it is depends on you. Residency for the purpose of voting is much different than residency for tuition.

You become a permanent resident of the state that you live in when you get a government issued ID card or driver's license in your new state and they destroy your previous identification. In addition, you register to vote and you are a resident.
