How do you attach particle board to a cement subfloor?

Make sure the area is clean and leveled. Skim coat cracks in the floor to elimate moisture. Apply water base adhesive to one side of board and lay the board adhesive side down on the concrete. Drill masonary nails into the board and make sure it penetrates to the cement floor. Please make allowances for board staggering and proper expansion.

You don't. Cement is the subfloor. If your subfloor needs to be raised for any reason, you need to pour more cement. Any other solution will be a rig, and should not be done. Particle board over concrete will swell, noticeably, within a few years due to moisture.

You need to make sure that the cement subfloor is clean, so dust it off really well. After that, apply some water based adhesive to both and fix together.
