How do they draw the map for the electoral college?

The Electoral College map is basically the map of the states. Washington DC has one elector; the states have one elector for each congressman, plus two, representing Senators.

Each state has an electoral vote for the number of senators and congressmen that represent that state. States with large numbers of voters ( California and Texas ) have more electoral votes than states with smaller number of voters ( Wyoming and Montana ). Each state has at least three.

It is just the number of representatives plus the number of senators that a state has. That determines how many electoral votes come from that state.
