There are "bark collars" that you can purchase that deliver a low-level electric shock when a dog barks. These do not cause a large amount of pain to the dog, and discourage it from barking.

He might be trying to tell you something like he might need to go potty outside or he could be bored. You can give him some raw hide treats, or chew toys and a cold wash cloth tied in a knot to chew on if he is teething.

The easiest way to train a puppy not to bark is to buy a citronella collar. When the puppy barks, the collar will spray citronella in front of his nose. It will not hurt him and will train him in a hurry.

Take a metal can like a soda can put 15 to 20 pennies in it when he starts to bark shake it at him and tell him no bark. You should do this every time he starts to bark for any reason, this should work with him. He will stop as soon as he see's you reach for it eventually.

One may always try putting a muzzle on the puppy to keep it from barking so that the neighbors could quit complaining.
