You may want to find out if it is too late to get him fixed. If that's not an option, you need to do a thorough cleaning and start working on the reasons why he's trying to establish the dominance and sense of ownership. Long (rough) process, but good luck!

Has he been fixed? Sometimes if you have them fixed it reduces the urge to "mark" everything. What he is doing is telling all the other dogs, especially females, that he was there.

If it's inside then you have a housebreaking problem. If it's outside that is normal marking behavior. It's likely there are a number of other dogs in the neighborhood and your dog is just making sure his mark stands out.

Is he fixed? If he is not Neutered he will pee on things to "Mark his territory. " Getting him Neutered will stop this issue.

is he desexed? urinating is generally a dominance thing. If he is desexed,it will take a lot of work but take him outside everytime when ever he lifts the leg.

First, get him fixed -- that helps a lot in male dogs that mark their territory by urinating. Second, it sounds cruel but rub his nose in it and firmly tell him "No."
