Don't even bother. Just go to your local autoparts store and order a new fuel pump. It's not worth trying to save a questionable fuel pump.

On some older model engines there is a stainless steel rod that rides on the camshaft and pushes the actuator rod on a manual fuel pump. Since these rods live in an oily environment, sludge can narrow the hole that the rod fits into. Using a good carb cleaner and working the rod back and forth usually loosens it.

On older vehicles that have a piston type fuel pump, the push rod is not normally connected to anything. They are only held in place by the rubber case enclosed around the top of it. Try a liitle lubriction, and turn the rod to see if it frees the rod.

In a small block Chevrolet you remove the fuel lines, drain the fuel, remove the pump and plate holding in the rod. Then the rod will slide out.

Remove the fuel line and cap them with a bolt to avoid leak. Fuel pump should be removed off. Now remove the plate and fuel pump rod by fastening smaller bolts attached to the restrictor plate to the block. Install the new gaskets on the fuel pump and restrictor plate.

You will need to take it in to have it removed to fix the problem. Only a professional should do it.
