Water level is managed by the level of the float inside the toilet reservoir. The higher the float is when it triggers, the more water is kept in the reservoir and the higher the bowl level. Most modern floats adjust with a screwdriver: A screw marked "water level" on the float housing is loosened or tightened to control water level.

Every toilet should have a mechanism for adjusting the water level in it. Consult the manual that came with it for info on how to do this. It s usually done by moving a rod up or down.
