Changing a belt is fairly easy. On a Dodge Neon, only the ac can be adjusted. The power steering pump does not move. On the top of the ac compressor there is an adjusting bolt. Loosten that bolt and the one under it. Slide the ac to remove the old belt. Install the new one and tighten the ac.

Disconnect the battery. Disconnect the alternator and power steering pump. Remove any bolts. Take off the belt. Both the power steering pump and alternator will give to allow excess for new installation of the belt. Replace belt and retighten the pump and alternator. You should be good to go!

It is an easy process with the right tools. Go to a auto store and buy the belt and ask for the belt tool to install the belt. Inside the hood there is a sticker on the inside front of the car that shows how to install the belt.
