Craft stores have paints that are specifically designed for painting mugs and plates. Some have to be heat-set (i. e. baked in your oven), others air-dry. Handwashing is often recommended for the finished product. Or go to a paint-it-yourself ceramics store, paint your mug there and have the store glaze & finish the piece in its kiln.

Acrylic paint and a clear coat will hold up to gentle washing but not a dishwasher. Do not get paint or clear coat inside the mug.

paint is acquired to paint a coffee mug, in order for the paint to stay it must be fired persay in the oven, or a kiln. Primer must be painted on before firing.
