Right-Click the Taskbar and make sure that 'Lock the Taskbar' is unchecked. Click an empty area of the Taskbar and drag it to the bottom of the screen. You can then Right-click and check the 'Lock the Taskbar' option again.

Make sure the taskbar is unlocked, then click and hold on part of the task bar that is blank (not a button of any kind). Next, drag the entire taskbar to the bottom of the screen and release the mouse.

Right click the task bar (The Bar the Start Button is in) Make sure "Lock the Taskbar" is not checked. Then Left Click and hold an empty portion of the bar and drag it to the bottom of the screen. Let it go, and it will stay.

To move the Taskbar back to the bottom of your desktop, you must right-click on it and uncheck the "Lock-the-Taskbar," then click-and-drag the Taskbar to the bottom of the Desktop.

You will need to unlock and then drag the taskbar. To unlock the bar, right click it and de-select "Lock the taskbar". Then you can click and drag the bar to the bottom of the screen. Then right click on it again and lock it if you dont want it to move by accident.
