I understand that your friend must be full of guilt knowing she hurt someone else. You have to remind your friend to take action instead of feeling guilty. By helping the victim and making sure they are okay (visiting the hospital where the victim is), it will make your friend seem more apologetic. It's the right thing to do.

That is horrible and most people who experience this type of situation need to go through bereavement counseling. I would find a good counselor and recommend your friend to them.
