First of all I recommend not painting a refrigerator as it does not usually turn out very well, however if you do it is best to clean the entire area to be painted then dry it. Then lightly sand the surface, wipe clean and then paint.

First you have to prime the fridge to assure the paint will stick. Sometimes using contact paper instead of paint is a better choice as it's easy to apply and it won't peel off.
