You can either use a rotary hammer type drill with a small bit to drill several holes to create the outline of the four inch hole that is required for a dryer vent and chisel out the remainder or you can use a core drill with a four inch attachment. Either of which will be labor intensive.

Masonry bits are used to drill holes in concrete and brick/block. They can be purchased at home improvement stores and come if different diameters. You might try using Tapcon screws which are specifically made for screwing into concrete to secure the vent, they also requires a hole to be drilled with a masonry bit.

You will need to use a hammer drill with a bit that is big enough to allow the dryer vent to go through. A plumber would have this.
