You will need to get a cement block mixture powder, then you will need to get the wall prep for cementing. Then you can slowly add the cement to the wall and allow to dry. However, if the wall is already cemented then there is really no need to add more cement to a wall.

You will need the cement mixture with water in order to mix the two together. You will then to work quickly in order to not allow the mixture to harden. Then you will take the blocks and attached to form a wall while applying more cement on the in between the bricks.
